Cannot Install .NET Framework 4.5 on windows server 2008 x86 Web Server Edition Service Pack 2

I am having issues on my Windows  Server 2008  Web Server Edition Service Pack 2 as  I could not install to .NET framework 4.5 Now when I try to install .NET framework 4.5, the installer crashes and I get these errors in the

as i see through my installation logs i see an error message just before it crashes "

MSI (s) (14:50) [14:28:20:427]: Product: Microsoft .NET Framework 4.5 -- Error 1714. The older version of Microsoft .NET Framework 4.5 cannot be removed.  Contact your technical support group.  System Error 1612.
i collected the logs and i am unable to fix it and need help
