SSMS NET runtime error

hi

on my computer there was windows 7 (x64) and sql express 2014 , that was working just fine.
but winsxs folder is 40Gb I did not manage to reduce it ....so I decided to do upgrade to windows 10.

After that I have problem with sqlexpress and sql managment studio.

I upgrade sql expres from 2014 to 2016 . SSMS remaind 2014 . 

when I try to start SSMS , application stops
