Trouble using the "regsvr32" command

To make a website visual basic software package my company developed work, I need to register a .dll file on a server. In my attempts to use the "regsvr32" command to identify the .dll file (RSIOPCAuto.dll, a Rockwell Automation software tool for heavy machinery data), I have been unsuccessful for some reason. I have tried: 

  • Operating the command prompt tool in administrator mode
  • Putting the .dll file in the "SysWOW64" folder (regsvr32 C:\Windows\SYSWow64\RSIOPCAuto.dll)
  • Putting the .dll file in the "System32" folder (regsvr32 C:\Windows\System32\RSIOPCAuto.dll)
  • Using the %systemroot% command to call the 32 and 64 bit versions of "regsvr32" in each of those folders

I'm operating on an emulated server, but I have also tried all these commands on a laptop and had the same problems.

To my further confusion, I have tried to use the "regsvr32" command on .dll files that come with windows and only succeeded some of the time; I was successful with registering the "ahadmin.dll" file in the SysWOW64 folder, for instance, but not successful with registering the "aeevts.dll" file in the same folder. 

Any help with or thoughts on using the "regsvr32" command would be useful, thanks for reading.
